So say I was to chop up a sample of a song by a famous producer/artist.

So, I am now using their sounds.  Kick, Snare, Hat, etc.

Now say that I layer those sounds to add a little oomph to them.  Is it legal, and is it a new sound, or is it illegal in any way?

This whole concept of sampling from other songs is confusing to me (legally).  Since, like many others, I want to one day be a big name in the producing world, I'd like to find out as much as I can about sampling and such.

    Its not legal.

Depending on your popularity and the distortion you put on the samples.

I have a question of the same type. Do we need liscences for samples that we have? I know I use alot of free samples found here and there. But I also use some samples cd that I bough. Will anyone ever ask me the liscences to use the samples I got from cds?

How far does this copyright thing go? Can someone refer me somewhere on the net where I can have specific law information about the sounds I use?
